APD releases details of officer-involved shooting in SW Albuquerque

ALBUQUERQUE – The Albuquerque Police Department released details of a suspect who fired a handgun in a Southwest neighborhood on March 29, 2023, leading to an officer-involved shooting. The suspect suffered a minor injury to his foot during the incident. It is not yet clear whether the bullet wound was self-inflicted, or was the result of officers who fired at him.

Officers in the Southwest Area Command were dispatched shortly after 7 p.m. on March 29, 2023, to a reported family dispute at 4620 Glendale Pl., N.W. The 911 caller said a man was grabbing at an older female and hitting another female. Officers later learned the females were the mother and aunt of the suspected offender, 32-year-old Francisco Macias.

Macias also called 911 and reported that his mother was being held hostage inside the residence by unknown people. Several neighbors called 911 to report multiple gunshots in the area.

Videos of the incident showed Macias pacing in front of the home at 4620 Glendale Pl., as he handled a shotgun and fired a handgun into the air several times. Three other males were attempting to get Macias to put the firearms away.

As officers arrived in the neighborhood, they encountered Macias who was standing behind a truck parked in the driveway. Two other males were standing a few feet away. Officers took cover behind an unoccupied vehicle parked in the street.

Officers shouted commands to Macias telling him to drop the gun. After about 30 seconds, an officer stated that Macias pointed the gun at one of the males who was standing near him. Five officers fired several rounds toward Macias, most striking the truck he was behind. Video from a neighbor showed Macias ducking and running behind another vehicle and toward the back yard of the residence.

APD’s helicopter was flying overhead and video from the helicopter showed Macias chase the other male toward the backyard. The two men fought with each other and the second man wrestled the handgun from Macias and tossed it over the fence into a neighbor’s yard. Macias jumped a fence into a neighbor’s yard and encountered another friend who lay on the ground and tried to avoid Macias. Macias pulled the man up and attempted to use him as a shield from approaching officers. Macias pulled out a phone and held it to the man’s head as if it were a handgun.

Officers recognized that Macias no longer had a gun and attempted less-lethal options to get him into custody. One officer fired a 40-mm impact round that missed. Another officer successfully deployed his Tazer as officers wrestled Macias to the ground. Macias resisted officers for several minutes, even while he was handcuffed. He suffered several scrapes and was treated by medical personnel before being booked into jail.

Macias has since been released from custody because the victims of the initial assault allegations declined to move forward with prosecution.

Subject: Francisco Macias, 32, was booked on charges of false imprisonment and aggravated assault with a deadly weapon. The charges have since been dismissed as a result of victims declining to prosecute.

• Officer Ralph Rodriguez, who has been with the department since 2014, has not been involved in prior officer-involved shootings.
• Officer Garrett Maxson, who has been with the department since 2016, has not been involved in prior officer-involved shootings.
• Officer Eduardo Munoz, who has been with the department since 2017, has not been involved in prior officer-involved shootings.
• Officer Angel Ortiz-Arviso, who has been with the department since 2022, has not been involved in prior officer-involved shootings.
