City Encourages More Small Safe Outdoor Spaces

Land near Gateway West offered to support community-led efforts.

Albuquerque – As the City of Albuquerque continues to expand shelter, treatment, and support through the Gateway Network, there is still a critical need for alternatives to help people off the street. Small safe outdoor spaces—run by nonprofits, churches, and other community groups—offer a vital stepping stone for people to gain stability.

These managed sites provide a secure, dignified place to sleep. A recent example is New Creation Church, which recently opened a site for up to 10 people. Residents have access to case management and other services in a setting designed to be both safe and supportive.

“In the past, we envisioned a few larger safe outdoor spaces across Albuquerque, but after learning what’s worked in other cities, we’re shifting toward a network of smaller sites,” said Mayor Tim Keller. “Sites serving 20 people or less at a time are easier to manage, help prevent narcotics use and limit the impact on surrounding neighborhoods.”

To support this approach, the City is making land available near Gateway West for groups interested in opening a safe outdoor space. Additional city lands may be offered in the future pursuant to the regulations passed by City Council two years ago. Groups can also operate sites on their own properties. Organizations can apply to run a site through the Planning Department’s website and will be responsible for submitting an operations plan.

“We know not everyone is ready to immediately go to a shelter and receive services, but everyone deserves a safe place to rest their head at night. That’s why there is a need for safe outdoor spaces,” said Health, Housing and Homelessness Director Gilbert Ramirez. “Safe outdoor spaces create a touchpoint where people can receive on-site services and connections to other supports, which could include a Gateway Network service like our Housing Navigation and Treatment Center.”
