The Environmental Planning Commission (EPC) primarily reviews and decides requests for zoning map amendments and site plans associated with specialized zone districts, among many other duties and responsibilities.

Checklists for EPC Applications
Below you'll find information about what's required when submitting applications for recommendation or decision by the EPC.
ABQ-PLAN can save your progress on applications before you submit, but it will not save any documents you submit until you have ALL required documents uploaded and submit.
Zoning Map Amendment (i.e. Zone Change)
- Letter describing, explaining, and justifying the request
- Note: The justification letter must cite and respond to policies of the Comprehensive Plan.
- Letter of Authorization (Only necessary if application is submitted by an agent)
- Pre-submittal Tribal Meeting
- PDF of email from Planning staff confirming whether subject site triggered the requirement to offer meeting
- If so, please provide PDFs of the following:
- Tribal Meeting Form offering meeting
- Contact list received from Planning staff
- Emails or letters sent to tribal representatives
- Certified mail receipts, if applicable
- Facilitation report, if a meeting was requested by a tribal representative
- Proof of Required Public Notice
- Notice Inquiry Sheet from the Office of Neighborhood Coordination
- Copies of the notification letter
- Certified mail receipts or emails, as applicable
- Sign Posting Agreement (Signs will be issued to applicant at time of submittal)

Site Plans & Master Development Plans
- Archaeological Ordinance
- Site Plan - EPC & Master Development Plan
- Letter describing, explaining, and justifying the request
- Letter of authorization (Only necessary if application is submitted by an agent)
- Proof of Required Public Notice
- Notice Inquiry Sheet from the Office of Neighborhood Coordination (ONC)
- Copies of the notification letter
- List of property owner addresses
- Traffic Impact Study (TIS) Form
- Sign Posting Agreement (Signs will be issued to applicant at time of submittal)
- Proposed Site Plan
- Printable Checklist for Site Plans & Master Development Plans
Annexation
- Zone Atlas map page with subject property clearly delineated
- (Note: the map should clearly show that the site is in the County, but must be contiguous to City limits)
- Petition for Annexation Form and necessary attachments
- Letter describing, explaining, and justifying the request
- Letter of Authorization (Only necessary if application is submitted by an agent)
- Board of County Commissioners (BCC) Notice of Decision
- Proof of Required Public Notice
- Notice Inquiry Sheet from the Office of Neighborhood Coordination (ONC)
- Copies of the notification letter
- List of property owner addresses
- Sign Posting Agreement (Signs will be issued to applicant at time of submittal)

Other Policy Decisions
EPC makes recommendations to City Council about text amendments to the IDO, adoption/amendment of the Comprehensive Plan and Facility Plans.
- Document, or part of document, to be amended with changes noted and marked
- Letter describing, explaining, and justifying the request pursuant to the relevant IDO decision criteria
- Proof of Required Public Notice
- Neighborhood Associations
- Office of Neighborhood Coordination inquiry response
- Notice and attachments sent to Neighborhood Association representatives
- Proof of email and/or first-class mailing to Neighborhood Association representatives
- Property Owners (as relevant)
- Buffer map and list of property owners in and within 100 feet (excluding public rights-of-way)
- Notice and attachments (e.g., letter and site plan sheets) sent to property owners
- Proof of first-class mailing to property owners
- Neighborhood Associations
