Function
The Zoning Hearing Examiner (ZHE) conducts monthly quasi-judicial public hearings regarding special exceptions to the Integrated Development Ordinance.
A special exception allows a property to develop in a way that is different from what the zoning of the property allows. Special exceptions include:
- variances
- conditional uses
- expansions of nonconforming uses or structures
- solar rights permits
After a special exception is filed, all interested parties are given the opportunity to participate in a public hearing. All requests are given due consideration.
The Zoning Hearing Examiner may decide to approve, approve with conditions, or deny the special exception and will issue a Notice of Decision within 15 days after the public hearing. ZHE decisions can be appealed to City Council through the Land Use Hearing Officer.

Dates & Time: The Zoning Hearing Examiner hosts hearings on the third Tuesday of each month. Hearings begin promptly at 9 a.m.
