Development Review Services applications guide
ABQ-PLAN is an improved software platform that has replaced our POSSE and ePlan systems with a new user-friendly public portal and dashboard that allows users to manage individual projects, submit plans, schedule inspections, pay fees, and more. How do I get started in ABQ-PLAN?
We want this to be easy (and maybe even fun) so we created lots of resources for you. For those who like to read, we developed a step-by-step user guide to walk you through the processes available. However, we know some people like to learn through videos, so we also created an ABQ-PLAN tutorial playlist. We have a recommended viewing order to guide you through:

What about my old POSSE and ePlan records?
POSSE and ePlan users can create an ABQ-PLAN account with the same email address associated with your POSSE account to access their data. If your email address was associated with someone else in POSSE, those records will be grouped under the email address when you sign in. If you log in and don’t see all of your records, just reach out to us and we can help you.
Why did you switch to a new software system?
For a long time, people asked for more transparency in our processes. Once you create an account and apply in ABQ-PLAN, you can actually see your application’s progress. You have a dashboard with real-time updates, you can export your records, pay a bill, respond to plan review markups, and request inspections in one place. We also have a public map called Info Connect that lets you see what’s happening across the City. You can search for certain application types or log in, select an area, and receive alerts about Planning-related applications.
So does that mean all Planning applications are online now?
Yes! We are so excited that you can now apply for anything Planning-related on ABQ-PLAN.
What other changes did you make?
Now that all our applications are online, we have made some changes to our processes. In certain applications, we request different information than we did before. We also developed separate applications for Site Plans reviewed by Zoning (Site Plan Administrative Zoning) and Site Plans reviewed by the Development Facilitation Team (Site Plan Administrative DFT). You’ll need to select the appropriate application when a site plan is required.
How do I upload plan sets and documents?
We have created a helpful guide to walk you through the process.
I am receiving errors when I try to view my plan review comments and document markups. What should I do?
First, we know this is frustrating! Our vendor is working on a technical solution.
- The good news is you no longer have to load each page separately!
- Upload the files as sets in the respective tile rather than individual pages.
- Do not upload “locked” PDF files (because we can’t review them).
- Do not upload separate PDFs in the “Add Attachment” tile; try to upload them as set of documents combined into one file rather than individual pages.

Why must I enter my business registration information during the building permit application process?
Proof of current business registration has been a long-standing requirement for building permit applications. This required field was initially turned off when we launched ABQ-PLAN, but has since been turned back on.
