Women Lead the Way in Historically Male-Dominated Department

Municipal Development is being led by four female deputy and associate directors.

As of December 2022, The City’s Department of Municipal Development, which largely works in fields that are historically male-dominated, has appointed four women to lead the department in upper management.

“These four women have shown exceptional skills and leadership during their tenures with the department,” said Patrick Montoya, Director of the Department of Municipal Development. "They bring years of experience and a wealth of knowledge to our department. We couldn’t be prouder than to be led by these outstanding individuals.”

Coming from four unique backgrounds, Jennifer Turner, Jennifer Morrow, Christine Ching, and Melissa Roseman have risen the ranks and have been appointed positions as either deputy or associate directors of Municipal Development. This marks a first in the history of the department, which often deals in the fields of construction and engineering.

“My hope would be to show other young women that these fields are an option,” said Jennifer Turner, Deputy Director of the Department of Municipal Development. “I’d hope to inspire more young women to follow their passions, even if those passions are in fields that have traditionally been more male-dominated. They don’t have to be.”
