The Selection Advisory Committee ordinance governs the process of soliciting proposals and recommending selection of professional engineering, architectural and landscape architectural design consultants to the Mayor.
The process the City uses to select design professionals for City projects is based on an Act of Congress entitled the "Brooks Act" which states that the selection of design professionals shall be conducted using a qualifications-based procedure.
