Mayor Tim Keller Announces Two Communications Appointments
ALBUQUERQUE, NM –Today, Mayor Tim Keller announced two new members of the City’s communications team. He has appointed Philip Clelland as Marketing Manager and Public Information Officer at the Parks and Recreation Department and Rachael Maestas as the Marketing Coordinator and Public Information Officer at the Department of Economic Development. Both will also assist with communications in the administration.
“A critical function to any city government is ensuring that information about city services and operations is accurate and readily available to residents. These experienced communications professionals will help ensure the public understands how we’re working toward our vision of a safe, inclusive, and innovative city,” stated Mayor Tim Keller.
Philip Clelland, Marketing Manager and Public Information Officer
Parks and Recreation Department
Philip Clelland will serve as the Marketing Manager and Public Information Officer at the City of Albuquerque’s Parks and Recreation Department. Clelland is a graduate of the University of Arizona, where he received his B.A. in Political Science, and the University of Denver, where he earned his M.S. in Marketing Communications. He joins the City of Albuquerque after seven years in Washington, DC serving on the staff of U.S. Senator Michael Bennet as Deputy Communications Director. He began his career in government as a communications intern for former Denver Mayor John Hickenlooper and has also completed communications internships with the Denver Broncos and University of Arizona’s athletics department.
Rachael Maestas, Marketing Manager and Public Information Officer

Rachael Maestas is joining the City of Albuquerque as the Marketing Manager and Public Information Officer for the Economic Development Department. A lifelong New Mexican, Rachael attended the University of New Mexico, graduating cum laude with a B.A. in American Studies. Rachael was the Digital Communications Manager at the ACLU of New Mexico, and prior to that served as a Press Secretary for the New Mexico House of Representatives. She began her career volunteering and working for local progressive organizations.
