Mayor Tim Keller Announces Sea Change with DOJ Compliance

This evening, APD presented to the Albuquerque City Council on compliance with the Department of Justice settlement agreement. The DOJ recently released its eighth Independent Monitor Report (IMR) measuring how well the Department is complying with reforms.
The report notes, “The compliance efforts we have observed during this reporting period differ substantially from those we had observed earlier in the monitoring process. We have found the current APD executive staff to be fully committed to CASA compliance processes.”
The report, covering February through July 2018, found that compliance has jumped significantly. For example, the first IMR found 255 areas where APD was “not in compliance.” That number has improved to only one area “not in compliance.” APD has made significant progress including addressing use of force; staffing, management and supervision; and community engagement and oversight.
A pivotal step in reform is the new use of force policy that was agreed to by all parties. However, substantial work remains to complete all related policies and training.
“The latest monitoring report acknowledges the sea change that’s underway at APD and our commitment to finishing the job of meeting DOJ requirements,” said Mayor Tim Keller. “We still have a long way to go to restore trust between the community and APD, but we’re on the right track.”
