Glossary
- Gov Board Of Directors Or Board - The TV 14 Board of Directors as established by City Council Bill Number 0-56. (see APPENDIX )
- Candidate Committee - The Candidate for Public Office and any entity supporting or soliciting public support for any Candidate, including but not limited to any individual, cooperative association, club, corporation, company, firm, partnership, joint venture syndicate, profit or not-profit organization.
- Candidate For Public Office - Any individual, incumbent or otherwise who:
- Has publicly announced his or her intention to campaign for nomination or office. A public announcement shall be considered any one or more of the following:
- the retention of a campaign manager or other campaign employees,
- the opening of a campaign bank checking account;
- the receipt by a candidate of any campaign contributions, as contributions are defined at Article XIII of the Albuquerque City Charter,
- the expenditure of funds for campaign obligations as obligations are defined at Article XIII of the Albuquerque City Charter,
- the printing of any campaign promotional material, or
- a declaration as communicated by any candidate to any print, broadcast or cablecast media, or
- Has filed a Declaration of Candidacy with the city Clerk for the office of Mayor or Councillor, or
- Has otherwise qualified under County, State or Federal Law to hold the office for which he or she is a candidate, or
- Has qualified for a place on the ballot or has publicly committed himself or herself to seeking election by the write-in method, or
- Who has made a substantial showing that he or she is a bona fide candidate seeking nomination to any public office at a convention, caucus or similar procedure; except that no person shall be considered a Candidate for nomination prior to 90 days
before the beginning of any convention, caucus or similar procedure in which he or she seeks nomination, whichever (1, 2, 3, 4 or 5) comes first. - CAO - The Chief Administrative Officer of the City of Albuquerque.
- Channel Management - The designated managers and administrators employed by the City of Albuquerque who are responsible for the operation of GOV TV, as licensed to the City of Albuquerque. Channel Management shall be the Media Resources Manager of the Cultural Services Department of the City of Albuquerque, the Manager of the Department's Resource Management Division and the Chief Administrative Officer of the City of Albuquerque.
- Client - All city/county personnel shall have access to GOV in accordance with the conditions set forth herein.
- Commercial Speech - A message that advertises a product or service for profit or for business purposes.
- Commission - The Bernalillo County Commission.
- Council - The Albuquerque City Council.
- Duties Of Public Office - The duties of elected officials as set out by ordinance, statute, constitution or otherwise. For purposes of this policy the duties of the Mayor shall be as set out at Article V, Section 4 of the Albuquerque City Charter; the duties of the City Councillors shall be as set out at Article IV, Section 10 of the Albuquerque City Charter; the duties of County Commissioners shall be as set out at Section 4-38-1 through 4-38-42, NMSA 1978.
- Elected Officials - The Mayor of the City of Albuquerque, City Councilors, County Commissioners, and the Assessor, Clerk, Treasurer, Sheriff, and Probate Judge of Bernalillo County.
- Government - The governments of the City of Albuquerque and Bernalillo County and its branches.
- Government Programs Affecting the Public - Any project, issue, agenda or measure developed or under development, modification, debate, vote or other action by City/County government or the public for the purpose of providing a service to the public. GOV programming of government programs includes, but is not limited to, candidate open forum and measure programming formats (as set forth in paragraphs IV. C. 2. and 3. above), viewer call-in programming and "Town Hall" meetings called and chaired or hosted by elected officials, news conferences called by elected officials or department directors, documentation of news or special events, dedications and ribbon cuttings, channel-developed studio and remote programming or documentaries on municipal issues of importance to the public.
- Local Government Activities - Channel-developed studio and remote programming or documentaries on municipal services, documentation of recreational, cultural or educational activities and/or performances endorsed by City/County government departments.
- Local Government Public Meetings - All meetings of a quorum of members of any board, commission, task force, administrative or other policymaking body created by or responsible to the City of Albuquerque or Bernalillo County conducted for the purpose of formulating public policy, including the development of personnel policy, rules, regulations or ordinances, discussing public business or for the purpose of taking any action within the authority of or the delegated authority of any board, commission or other policymaking body. These meetings include, but are not limited to, City Council, County Commission, County Planning Commission, Environmental Planning Commission, Urban Transportation Planning Policy Board, meetings of other policymaking and non-policymaking boards, commissions and task forces.
- Mayor - The Mayor of the City of Albuquerque.
- Measure - Any proposition or ballot issue submitted to a popular vote at an election, whether by initiative, referendum, recall procedure or otherwise.
- Measure Committee - Any entity supporting or soliciting public support or public opposition for any measure, including but not limited to,
any individual, cooperative association, club, corporation, company, firm, partnership, joint venture syndicate, profit or nonprofit organization, or other. - Open Forum Programming Format - An event in which all bona-fide candidates seeking reelection or election for a selected public office, or selected public offices, are invited to appear together to present their ideas by answering questions from an audience or nonpartisan committee, or by debating specific issues.
- Political Programming - For the purpose of this policy, political programming shall be any programming which involves the participation by any Candidate for Public Office, Candidate Committee, or Measure Committee for the purpose of campaigning or otherwise soliciting public support or public opposition for any Candidate, Measure, or party, or the endorsement of any Candidate for Public Office, political party, or Measure.
- Programming - For the purpose of this policy, programming shall be television presentations scheduled for cablecasting on GOV.
- Programs - For the purpose of this policy, programs shall be projects, issues, agendas and measures established for the purpose of providing a service to the public.
