IDO - Amlegal Website
The IDO is also available on the website the compiles all Ordinance and Resolutions that City Council adopts. This online tool includes the ability to compare the text of a more recent version of the IDO with an older version of the IDO.

Zoning Maps
Zoning for each property is established by the City's Official Zoning Map, which is available via several online maps:

Zoning Enforcement Officer (ZEO)
In order to administer the Integrated Development Ordinance, the ZEO must provide guidance to staff and applicants from time to time as questions arise. Property owners and residents can also apply for a Declaratory Ruling about any zoning standard per IDO Subsection 14-16-6-4(S)(1).

Annual Update
The IDO is updated every other year. This is an important opportunity to improve the outcomes of regulations for land use and development in your community.
This process includes three steps:
- Review/recommendation by the Environmental Planning Commission
- Review/recommendation by the City Council's Land Use, Planning, and Zoning (LUPZ) Committee
- Review/decision by City Council
2023 Annual Update
The annual update for 2023 becomes effective August 3, 2024.
IDO Legislative History
Applications accepted as complete while a particular IDO document was in effect are subject to the zoning and regulations in that IDO document.
- Effective August 3, 2024, the 2023 Annual Update to the IDO was adopted by City Council on June 17, 2024 via Ordinance 24-13.

- Leave comments for consideration during the 2025 Annual Update!
- Effective August 3, 2024, several other bills to amend the IDO for small areas became effective with the 2023 Annual Update and are incorporated into the documents above.
- District Court reversed City Council’s approval of O-23-73 and remanded it to City Council for a new hearing.
- Memorandum Opinion and Order, Westside Coalition of Neighborhood Associations and Michael T. Voorhees v. City of Albuquerque, D-202-CV-2023-03961 (2d Jud. Dist. Ct. April 8, 2024).
- On May 20, 2024, the City appealed this Order and filed a Petition for Writ of Certiorari in the New Mexico Court of Appeals.
- The original change is reflected in the 2022 Annual Update document but removed from the 2023 Annual Update document.
- Effective July 27, 2023, the 2022 Annual Update to the IDO was adopted by City Council on June 5, 2023 via Ordinance 23-77.

- Effective May 27, 2022, the Neighborhood Association Recognition Ordinance was adopted by the City Council on April 22, 2022 via Ordinance 22-15.

- Two interim resolutions were adopted by Council on March 15, 2021 and were in effect until the 2020 IDO Annual Update became effective in July 2021.
- R-21-140 (Enactment# R-2021-017) staying the enforcement of Subsection 14-16-6-4(L)(2), which allowed administrative decisions to be delayed up to 15 days for a facilitated meeting to be requested. (IDO amended accordingly in the 2020 IDO Effective Draft via Amendment A14 at LUPZ.)
- R-21-139 (Enactment# R-2021-016) declaring a moratorium on walls and fences Subsections 14-16-5-7(D)(3)(F) and 14-16-5-7(D)(3)(G). (IDO amended accordingly in the 2020 IDO Effective Draft via Amendment A16 at LUPZ.)
- Effective November 2, 2020, the 2019 Annual Update to the IDO was adopted by City Council on September 16, 2020 via Ordinance 20-10.

- Effective November 2, 2020, a text amendment adding a new Character Protection Overlay (CPO) zone for North 4th was adopted by City Council on September 16, 2020 via O-20-9. The changes have been incorporated into the 2019 IDO Effective Draft.
- Effective January 31, 2020, amended regulations for Old Town Historic Protection Overlay zone were adopted by the City Council via Ordinance 19-52 related to signage and tap room or tasting room use. These changes were incorporated into the 2019 IDO Effective Draft.
- Effective September 3, 2019, interim regulations related to North 4th Street were adopted by the City Council and remained in effect until the 2019 IDO Effective Draft went into effect on November 2, 2020.
- Effective May 24, 2019, interim procedures related to the Development Review Board were adopted by the City Council via Resolution 19-150, which amended IDO text in Part 5 Development Standards and Part 6 Administration and Enforcement. These changes were incorporated into the 2019 IDO Effective Draft.
- Effective May 17, 2018, the Integrated Development Ordinance (IDO) was first adopted in 2017 and amended twice before it took effect.
